You can't change your own IP unless your Internet provider gives dynamic addresses. In other words if you have AOL, Juno, Earthlink, or any other dial up internet service then you'll get a different IP every time you log on. If you have a broadband connection you can try to turn your modem off for a few minutes (usually 30 on most providers) and then back on to get a new IP address. However, if your provider gives you a static address then you won't be able to do anything. Even if you have a router you still won't be able to do anything b/c the router is the central point where all connections go through, ala 1 IP address.
