Ok. i think i might know why. After reformating, did you install the proper drivers for your wireless card. Did you change any settings in your router? I think the problem might be in the router; try to see if the your WAN settings are fine. For instance, check that the mac address is correct and also check your security settings [maybe any passwords?].
I could help you if i know what router you and your neighbor are using.

its a linksys router and it has no passwords...before i had my computer set to automatically connect to the router in my house and now it wont connect to it ..... now it connects to a neighbors wireless...which has me at 1 mbps so i barely have enough frequency to get online...and as far as drivers it has a cd that came with it .... and it works fine otherwise it wouldnt connect to some1 else's router it just wont connect to the one in my house

I;ve also had this similar problem in the past with the linksys router. This is what i did, select your connection under the 4 available signals and connect to it like worm said. Then log off and then log back in. see if that works. It worked for me.

Go to Control Panel and select "Network Connections" and look for your wireless adapter. Right click it and select "View Available Wirless Networks". Your neighbor and your router should both show up in the next window. On the left you'll see "Change the order of preferred networks". Of course, if you're not seeing your router in the list then we have a whole new problem. You're absolutely sure that you don't have Wep set up on this, right?
