After reformating, did you install the proper drivers  for your wireless card. Did you change any settings in your router? I think the problem might be  in the router; try to see if the your WAN settings are fine. For instance, check that the mac address is correct and also check your security settings [maybe any passwords?]. I could help you if i know what router you and your neighbor are using.</blockquote>
