Ugh, I'm getting the same thing. They just did maintenance yesterday (Feb 24) and today all of a sudden I can't connect to the server. Hopefully they'll post something about it on the Nexon website.

Its a patch it should be over now

Combat arms always does this when Nexon are updating it .

Once it's over , Open it and the NGM patcher should open up .
