i had just gotten the rank of private and i went to go to a higher level server but it wont let me on the the server it keeps saying ...connecting to server... please wait...

It might just be that one server, try another. If not, it might be connection problems on your end, where you can only either clear the issue (stop downloads, streaming videos, etc...) or wait it out.

Try another server, possibly a restart.
If the problem persists, submit a ticket to Nexon.
