How can I improve performance?

My game runs pretty slow, if my camera is looking in the direction of other players, the framerate drops to 20-25sfps(with all settings at minimum). My computer is:

windows xp sp2
pentium 4 1.8ghz
768mb ram
geforce fx 5700le

I know its pretty bad but i meet the minimum requirements, and I almost meet the recommended requirements except for my processor. The low framerate really affects my gameplay. Should my computer be able to run it better? Is there anything I can do to make it run faster?

Upgrade your RAM, possibly video card, or just buy a newer computer.

Only other thing you could try is lowering the graphics setting to the lowest they can do.

Yeah, you'll just have to lower your setting without hardware modifications. I got a new super computer for $400 Aussie dollars, like maybe $350 for Americans. I built it myself and it is awesome now.

If you're talking about the in-game combat arms visual settings, thats already at the minimum, I was thinking maybe there were some settings on my computer that i could change. Oh wait, I'm gonna try lowering my video card settings.

Lower you resolution, and other performance attributes. It should help a bit.
