I just d/l'd steam onto my laptop, and now Condition Zero is "Updating" and it is taking fucking forver; is that normal?

Yeah, my friend just got CZ, and its been updating forever, its cause the valve server is so slow. Just set it up and let it run for a few hours, and pause the other updates, that'll make it go faster.

i used to be able to right click the steam icon in the system tray and go to monitor, it will show your d/l speed (or lack thereof)

maybe you didnt chnge the connection speed..go to internet and see what it is in steam settings it could be on modem...

so yeh right click steam go to internet tab and see the connection speed...since you just reinstalled its probably on modem hence the gay update speed

I know that a lot of unis and schools have a firewall set up to prevent excessive downloading and person-to-person file sharing. Valve relies on a similar system to upload content to you that you download from them. It might just be that it downloaded 3%, then the firewall kicked in and stopped it. Try shutting down and downloading in one of your friend's rooms.
