can some1 help me i have a 40k avatar that needs to be 20k

can some1 shrink it for me or tell me how to...i dont have photoshop or w.e type of program u might need

I was able to make it exactly 20kb in one easy swipe using the standard picture manager that comes with XP. Here it is:

The avatar filetype must be .jpg, .gif or .png

it says its a gif. whats wrong now :/
