Slow Attack w/o Using Orb of Frost

Hey all.
I'd like to make an ability that has the effect of Orb of Frost, but isn't an orb effect. Right now I can't think of anything to use.
Oh, and Orb of Frost is the one where all your attacks slow the mov/atk speed of the unit you are attacking.
Any help in this regard would be great, thanks.

can't u just take the ability from orb of frost item, make it a unit item, and give it to ur unit?
