Stutter problem, please help!

Hello, everybody.
I recently built a new computer. The problem is, Condition Zero doesn't run smoothly on it. The best way I can describe it is the game "stutters" every few seconds. I've tried playing with some of the settings like cl_cmdupdate, but nothing has worked so far. It only occurs if I use OpenGL or D3D... everything runs smoothly if I use Software(but naturally I don't want to use software).
Other games do not have this problem, and most of them are graphics intensive (CounterStrike Source, HalfLife2, FEAR, FarCry, etc.).

If anyone has any ideas or know of any fixes, please let me know!

The computer's specs are:
AMD Athlon X2 4400
MSI K8N Neo4 Platinum Mobo
485 Watt Noisetaker PSU
Radeon X800XL
2 Gigs of RAM (Kingston)
Audigy Z2 Gamer Edition
Windows XP Home

Thanks!

Why don't you want it on software? I have mine on OpenGL, but why woudn't I want to switch it over to software? And what is D3D? Is it like Open GL?

Dilla:
It happens on every Condition Zero/CS 1.6 server.
Iceman:
I don't want it on Software because it looks absolutely horrible.
OpenGL and D3D are the other two options for *I think* rendering the game. I guess you could think of it as a software package that takes all the game information and translates it to what you see in the screen.
