I always see high levels getting away by the skin on there noes from guys with Ak's and M4's and only having 20 hp and i think to my self "They Should Move Slower when they are shot into red health or anyything under 100 hp" How Cool Would That Be.

I personally don't like the idea.. Would make it more realistic but I just don't like the idea. I like to fight down to my last bit of health, that would basically make me an easy target.

If they do add that, then they need to add an item that heals the player.

no way. This game is not designed to be realistic, its designed to be fun. This reminds me of the DoD 1.3 patch where they added bleeding whenever you got hit (move slower and lose health quickly unitl you sit down and patch up). It ruined the game
