Tox, I used the wrong term. Wally has a requirement of 10752 maximum pixel size of the file that you are using to create a tempdecal.wad. This is pixels, so if you go into most paint programs you can switch between pixels and inches and enter the height and width. Whatever you choose must be 10752 or less when you multiply pixel height by pixel width. It looks like the jpg you're making is perfectly square so you would be able to do 103 X 103 pixels and wally will accept it. Wally takes just about any file extension you can think of, including the jpg that you are using.
