The Revolution/Wii was being developed just after the GameCube launch, with the first 1-2 years concentrating on concepts and ideas, the next year building blueprints for the technical architecture, such as CPUs, GPU etc. The next 1-2 years would probably be spent working on the actual concept console and the controllers, and then showing the Revolution and it's controller in E3 05. Nintendo probably had a year before E3 2005 working on the first builds of Wii development kits and sending them out to developers, and then after all ideas were complete, the final result, Wii, would be manufactured and marketed by showings in E3 and other gaming media events.
