No, unfortunately, you cannot get permanent guns from GP supply cases.

To get permanent guns from cases, you must get NX prepaid, and get Black HiSec keys, which you use to open Black HiSec cases, which contain permanent weapons.

You might not be able to get permanent guns but you can get some pretty nice gear for sure, but also just because you have to pay cash for NX cases doesnt mean they are any better, I got the drugo black for 24hrs from a black case, then got several differnt weapons for 7 days from gray cases.
