I'm thinking that it would be very obvious to Japanese gamers. I know that if the stars and stripes (Or Union Jack for you UK'ers) were on Toad's head, I would be well aware of it as a citizen of the country.

It's just that a red circle is such a common symbol with no significance for people outside of Japan, it goes undetected.
