Hey Satan,
I think what you're looking for is this:

alias "+prev" "invprev;wait;+attack"
alias "+next" "invnext;wait;+attack"
bind "mwheelup" "+prev"
bind "mwheeldown" "+next"

You can edit out the ;wait;+attack part if it's uncomfortable for you, but this is the one I like.

If you're just trying to get next weapon and previous weapon on your mouse scroll, it's even easier then above. Just go into options -> keyboard, and set "next weapon" and "previous weapon" by choosing them and then moving the scroll that you want so that it registers. You don't really need to edit your autoexec.cfg for just that.
