That's actually a great idea.
I say they should be added within all servers but have a level restriction.

Having a level restriction on a gun that always sits there is kind of lame. I mean, I wouldn't want to play a couple games with my clan and be mowed down by a stationary turret (given, they messed up and it's unbalanced for a map) and not get my turn to use it until the next few ranks...

Either restrict it on different servers (officer) or leave it up for everyone.
