Actually a 64Bit Operating System does utilise more than 4GB of RAM. Also having a dual core mobo doesn't affect how much RAM can be put in or used it depends on how many DIMM slots the motherboard has, and the size it can handle in each slot.

I can play TF2 and L4D with this specs, thats enough for me.
