Wii portals for internet browser?

but, in the psp, you can view downloaded website portals on your psp browser, and people started making there own portals such as: windows vista, and others for flash games and things.

can you do this for the wii?

because i cant make a website because i cant get a server and stuff

are you talking about making sites especially for the wii opera browser. becuase if you are then it is possible becuase there are many game sites like wiicade.com and others.
