Try not to make a chore out of being there to help them out, Orleans has always been about the tourist, that may be the best way for the regular people to help... is to visit.
New Orleans looks like it went through a war, thousands of houses haven't been touched. Cars turned over and charred on medians....I really can't put into words what I just experienced this past week. It was an eye opener.
