Okay, sniper rifles come already equipped with a scope, which means you can't mod the scope.

There are six (6) tabs in the Modification screen.

AR; SR; MG; SMG; SHOTGUN; PISTOL

AR=Assault Rilfe (eg. G36e, AK-47, M4A1)
SR=Sniper Rifle (eg. SR-25, MSG-90)
MG=Machine Gun (eg. M60, MINIMI)
SMG=Sub-Machine Gun (eg. K1A, MP5A4)
SHOTGUN=Shotgun (eg. M590, SPAS-12)
PISTOL=Pistol (eg. G23, M1911 MEU)

So you would need to buy the Modifications from the corresponding categories to be able to equip them to the corresponding guns.
Which means, if you don't see any scopes in the SR category, you will not be able to mod a sniper rifle's scope.
